From the experiences of women sexual assaults are all non-consensual sexual contact. Every experience of sexual assault is unique and every woman can only truly realize their true dimension. Sexual violence is a fact: i) Much more common than most people believe. ii) Much more common than broadcast media. iii) Much more common than statistics and official records set. Although there is no means only sexual violence against women, since it also talks about sexual violence against men, against the child (a) ...
II. PROBLEM DESCRIPTION OF THE ETHICS IN SI .-
The issue of family violence is an issue for which this paper barely show: A) The tip of the iceberg of this new millennium, in addition, projections indicate that the statistics are increasing. B) Below this tip is submerged emotional violence, abandonment, neglect, control, brainwashing, isolation of 25% percent of women of almost 50% of their children, depression, states confusional severe chronic panic, dissociation, memory problems, eating disorders and behavioral problems, self-existent, emotional restraint, running away, learning difficulties, among others. C) The submerged part of the iceberg, includes the victimization that occurs when a victim consulting the health system and is accused of masochistic, or consulting the legal system can not find the appropriate legislation for protection, to inform you that an episode that occurs repeatedly, it is not violence.
Family violence is as old as humanity itself, and the serious abuse exercised to primary members of this group, considered from the social imaginary and the concomitant practices, such as "the weakest?, Incredibly has until mid-twentieth century, not only, acceptable behavior, but even encouraged, belonging to the private lives of families, and on which the community, and therefore the state should have no interference.
Started only since then, just to be seen in a totally opposite. and that is, to begin, the family, like any social organization, hierarchical structures of unequal power positions. so, we need their own organization to a climate not very auspicious.
The incidence of family dysfunction is not influenced by social class, educational level, marital status, race, religion, age, or the bond between the members that compose it. that is, we all suffer it and / or exercise and in fact we experience in our homes to a greater or lesser degree.
Family violence is an alarming phenomenon that has costs for society and generates irreparable damage to the people who live and suffer. And is that violence against anxiety overcomes us and worse if we understand that in front of her, no solution, at least immediately.
People who live this problem are often hampered in their personal development, experience dramatic changes ranging from loss of appetite, to the loss of the will to live ... limited to provide positively to their community are seriously damaged self-esteem and live so overwhelmed that prevents them from advancing further in their personal goals. This type of violence flourishes and develops in all hierarchical society based on power structures, unfair, unequal and oppressive, where his base is dominance.
The factors that cause family violence are found in poverty, sexism, the irresponsibility, the infidelity, lack of culture, lack of communication within the family, discrimination, fears, complexes, misinformation, and especially in the indifference, but these are necessarily mutually exclusive, occurring in the lower classes, medium and high, although to a lesser extent in the latter.
III. Man is also V? STEM .-
In Argentina, the problem is only now becoming visible and obviously much smaller percentage than women. reaches them in Peru, up to 40%. For shame, not to hurt the children or simply because they have nowhere to go, many men who are abused, they say nothing and endure all kinds of insults.
No doubt this issue that recently came to light, conceals more cases of men who endure abuse and not report them for fear of embarrassment that they feel is great. talk about this is a way to open the doors for other men, not only Peruvians, in similar situations, are encouraged to share their experiences. allowing to design intervention strategies and expertise of the people they serve and guide the victims.
IV. IMPORTANCE OF DOMESTIC VIOLENCE SCREENING .-
- Like any problem, amenable to treatment, family violence requires strategies to support viable, be detected early.
- Attitudes, myths and prejudices concerning this topic are health professionals are a critical component. lack of information, beliefs, stigmatizing and punitive of unbelief, in conjunction with the lack of recognition of the influence that family violence has on health and quality of life of victims (defined as any member of the family, including man), are factors that lead to that in practice many cases are not detected.
- Such cases are not identified, therefore, do not receive medical, psychological, social and legal specificity and complexity of the picture requires. Consequently, the victims are in situations of distress and increased risk, but even if in many cases they themselves are able to determine who has it.
V. FAMILY VIOLENCE PREVENTION .-
Current legislation, largely affects only the issue of combating domestic violence and not the subject of preventing, therefore, we wanted to suggest some guidelines regarding its prevention:
- Causes and consequences, affected population, mistreatment of women and children mainly, sexual abuse and so on are integral aspects of a task to be carried out to prevent family violence, contemplating the creation of networks of support and action group high population impact.
- This is a family strengthening involved a long and sustained process, because unfortunately deeply rooted cultural patterns that are associated with machismo, job insecurity, overcrowding, poverty, health problems, among others.
- This process should involve aspects such as health, family, communication, myths and prejudices of family violence, affected population, sexual abuse, child abuse, infidelity, criminal and civil rights and community and state joint, basically oriented toward prevention.
- While the attention should be directed to all social strata, you should keep in mind that most depressed strata and places, not only have more difficulties from the social, but also have a very weak economic situation and a complex structure family, are a little assisted demand with limited or very limited training on this type of violence, covert and confidential silences and fears within each home, most of the time.
- To detect cases of family violence is very difficult because there is a whole web of fears, complexes and outliers that make this type of violence in most cases come to light. and when it happens, it is because some of the actors, including people affected or nearby, they assume that the situation requires urgent help and support, giving this usually when violence exerted on the subject or taxpayers of the same, very high levels of cruelty and abuse.
- Contribute to the transformation of social and cultural conditions in which family violence occurs, from a gender perspective, comprehensive and multidisciplinary decidedly oriented to prevent it.
- Provide families living these situations, the necessary elements to put into practice human relations equitable, democratic and fair. such as social, psychological, counseling, training courses (which should be directed to the victims and interested in this problem, understanding the entire social spectrum as police, health, education, justice, churches, public entities, ETC. so that at each location is qualified personnel are trained to approach the issue in their community), free legal representation, etc.., with a firm and permanent coverage by different media, and consequently the victims know the legal remedies available to them for addressing the problem in comment, recovering gradually achieving self-esteem, with the reception of the different cases, home visits and follow-up to contain social economic situations, achieving a knowledge integral and subsequent monitoring of each individual case in the different areas.
VI. POL? STICS AND STATE ACTION TO FIGHT .-
- Strengthen education at all levels of teaching of ethical values, unconditional respect for the dignity and rights of women, child, adolescent and family in accordance with the constitution of the state and the instruments ratified by Peru.
- To undertake information campaigns in order to raise public awareness on social issues identified above and condemn acts of violence.
- To promote study and research on the causes of family violence and measures taken for their correction.
- Establish effective legal process for victims of family violence, characterized by a minimum of formality and the tendency to provide injunctive relief and restitution for the damages and provide free care in the medical examinations required by the police, prosecutors or judiciary.
- Promote the active participation of organizations, public institutions at central, regional and local and private institutions dedicated to the protection of children and adolescents, the elderly, women and family affairs generally, for the development of preventive and control implementation of precautionary measures, as well as support and treatment of violence and rehabilitation of offenders.
- Promote municipal level policies, programs and services for prevention, care and rehabilitation, as defenders of women, foster care shelter, counseling, self-help groups, Municipal Ombudsmen for Children and Adolescents and rehabilitation services for offenders , among others.
- To train prosecutors, judges, doctors, lawyers, health workers, education officers and staff of the National Police, the Ombudsmen for Children and Adolescents and municipal services to assume an effective role in the fight against domestic violence . these actions being coordinated by the ministry of women and promotion of human development.
- Establish measures to implement actions of prevention and family violence in rural areas of the country (Article 3 of the Act for protection against domestic violence).
VII. FINAL THOUGHTS .-
The issue of family violence is a social problem Peruvian institutional concern, but even so paradoxical is that present in the space where it is assumed that its members should be more protected, it remains a dangerous place, in their various social sectors and is only a reflection of the social disorganization caused by a set of historical, economic, political, social, cultural, selflessness and lack of rights, which is not always perceived by its members.
It is very difficult to detect and even worse can be reached on time or when violence levels are lower, once aware of a case. most of the time ... First, not only the victim and the victimizer are what allow, streets, etc.. the existence of family violence, and that they amount to nothing less that are in your environment, professionals should be to help the state itself and its degree of indifference.
Is that violence featuring ourselves, at every moment, either as perpetrators or assaulted. violence is legitimized by the institutions that could do something to prevent it and we are not referring only to the political or police. we refer to the media, schools, health institutions, businesses, etc.., a more than adequate legislation, legislation that is really applies to the lack of institutional support, impunity and this also should not deny that we have our fair share of responsibility.
We suggest, therefore, a rapprochement between the state and community, to work together in order to prevent and combat it, and that only a comprehensive and well articulated theoretical, methodological and technical transformation will allow real possibilities, because in As the detection of cases remains limited and does not assume the commitment to these issues, victims of family violence remain unprotected. We must therefore confront the national way. Thus, if we accept that there is insecurity in the streets, then also there is insecurity and fear among the houses. We need, then, at the highest level an organization that not only worry about this, but actually prevent, protect, rehabilitate and public policies and take decisive and accurate and that management does not make more, with a program that moth-eaten, hang the chart on the last corner.
Without losing sight, as a premise, that a family with problems of family violence, begets individuals with deviant behavior, including: drug addiction, alcoholism, gang violence, juvenile delinquency, prostitution, etc.., Which makes a lot of damage not only the members of the family that suffers, but also to society as a whole.
It is not necessary to always agree, is the difference matures. and precisely this difference allows us to break the circuit formed by the wheels of domestic violence. Thus, we not only are part of this problem, too, are part of the solution. Perhaps another important point in this May issue is that everything mentioned above, or all the research and forums that may prove to provide alternative solutions to such violence, would be useless if not put it into practice, at least individually or as a family. So, we should not encourage or allow violence to become a member of our family.
